Installing Liquid Feedback

I have been trying to install Liquid Feedback using Ubuntu 16.04. They have instructions on their site. These things are never as easy as it should be. Here are my notes.

I am advised as follows,

This is indeed pointing to the current installations instructions.
However, the repository tip may change any time to development versions
in the repository. We recommend to use a release instead of the
(unstable) repository tip. The current version can be found at
http://www.public-software-group.org/liquid_feedback and all revisions
are tagged accordingly in the repositories. Thus, the stable URL for
the installation instructions for version 3.2.1 of the LiquidFeedback
frontend is:
http://www.public-software-group.org/mercurial/liquid_feedback_frontend/raw-file/v3.2.1/INSTALL.html

    Hi Dave. We are trying to install LiquidFeedback for the first time, and have run into a problem, and are now trying to find some information or someone to help us. Did you get yours running? Can you help us? Thank you very much.

    I never finished this, although I was advised that I was using the wrong source tree.
